Seychelles has announced the appointment of Mrs. Nicola Amanda J. Bernstein as its new Minister for Tourism, making her the 15th minister to serve in this role and only the second woman to lead the country’s flagship sector.
In addition to overseeing the tourism portfolio—central to Seychelles’ global identity and economic strength—Minister Bernstein will also take on the Culture portfolio, bringing these two critical sectors under a unified strategic vision.
A Strong Academic Foundation for Global Engagement
A resident of Baie Lazare, Mrs. Bernstein holds:
- a Bachelor’s degree in Political Science and Journalism from Kingston University, London, and
- a Master’s degree in Diplomacy and International Studies from the School of Oriental and African Studies (SOAS), University of London.
Her multidisciplinary academic background reflects the blend of communication, governance, and international relations expertise that now shapes her leadership approach.

Early Career: Advocacy and Global Development Work
Minister Bernstein began her career in the United Kingdom with the International HIV and AIDS Alliance, where she worked on global health advocacy and public awareness. She also served as Liaison Officer for the Commonwealth HIV and AIDS Action Group, roles that sharpened her communication skills and expanded her experience in stakeholder engagement on complex social issues.
These formative years gave her a foundation in global development, diplomacy, and multilateral cooperation—insights that continue to inform her leadership style.
Diplomatic Service: Representing Seychelles on the World Stage
Upon returning home, Mrs. Bernstein joined the Department of Foreign Affairs as Press Attaché, collaborating closely with the Minister’s Office to communicate Seychelles’ foreign policy priorities and strengthen public understanding of the country’s international engagements.
Her diplomatic journey progressed as she assumed the role of Principal Counsellor at the Seychelles Embassy in Addis Ababa, where she contributed to establishing the new mission and deepening Seychelles’ ties with the African Union. After completing her assignment, she continued her service within the Consular Division, supporting Seychellois citizens abroad and coordinating with consular partners worldwide.
Reflecting on her diplomatic tenure, Mrs. Bernstein told the National Assembly that these years were “deeply fulfilling and formative,” shaping both her professional development and personal growth.
Private Sector Leadership: Banking, Strategy, and Community Engagement
Beyond public service, Minister Bernstein brings significant private sector experience. She has held senior roles at Barclays Bank (now ABSA) and across the broader financial and commercial sectors in Seychelles.
During her time at Barclays, she played an important role in the bank’s transition and rebranding to ABSA, one of its most ambitious and wide-reaching projects. Her private sector work spanned technical, strategic, and financial responsibilities, consistently prioritising community engagement, corporate social responsibility, and building meaningful relationships with stakeholders.
This combination of corporate and diplomatic experience positions her uniquely to lead a sector as multifaceted as tourism.
